Computer Won't Start

So i bought a new power supply and graphics card for my pc and when i installed everything it would not start. So i pin tested the power supply, it worked, then tried again to no avail. So i tried plugging in my old graphics card and power supply and surprise.. it would not work either. So after i try to just start the motherboard manually through touching the front panel power connector with a screw driver and that does not work either. Now i have a new motherboard thinking the other one just was not working and of course after plugging everything in it still does not work. I tried the screw driver test again and it did not start. I've checked several times if everything is plugged in correctly and tightly which they are and i even replaced the cpu to check if that was the problem but it was not. I really don't know what to do at this point, i would assume when pc's don't start its either the power supply motherboard or cpu and im pretty sure I've properly checked all of them. I even tried replacing the power plug and trying different spots to plug it in. Anyone know how to solve this spooky mystery because im pretty dead without my computer.

The ground would be from the motherboard to the case.

So with all of the connection made, including the ATX12V and 24 pin power to the motherboard, and any power connection needed by the GPU (1 or 2 x 6 or 8 pin, depending on the card) you don't even get fans spinning when you short the motherboard power pins with a screwdriver tip?

At this point I would do a desktop build -- assemble everything outside of the case on something non-conductive (wood or plastic) to insure that there are no ground problems, plus it is easier to make changes.

If the PSU starts when you short the green wire connector (pin 16) to a black wire connector (like 17) with a paper clip and the motherboard power pins shorted won't start the PSU, a ground issue is fairly likely.

Ok so i did this, laid both psu and the motherboard out and tested power supply, it worked, but motherboard did not, so what is this ground issue your talking about and is there a way i can fix it?
