Computer wont start

So i have a packard bell imedia s2883
I was reseting my computer because it was to slow. After that it went to reset, and when it was about 2% done i accidentaly cut the power. From there it wont start anymore.
When i press the power button it show the packardbell logo and thats it, then it will turn of. And it goes on and on...
Please help its been 1 week i still cant figure it out.
I have my usb with windows 10 on it. But when i go to bios it wont read my usb.

Try discharging your motherboard by unplugging the computer from the wall, wait a few minutes, then press and hold the power button for ~15 seconds. Plug computer back in at the wall and attempt to power on... see where you get.

It appears to me (I may be missing something) that your PC can't see the hard drive - does the hard drive show up anywhere in BIOS?
