What happened is I opened up msconfig and went to the boot settings options and messed with the maximum ram option. After I clicked the option I set it at too low(256 mb or something like that) and restarted it. I realized my mistake after but now I don't know how to fix my mistake. Computer is not able to start up.

Solution
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

see if we can get to safe mode so you can reverse those settings

boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

If boot options isn't a choice, try a System repair. This will roll system settings back to whatever date you pick, hopefully recent
System repair is in the Advanced options menu
