Computer won't stop stuttering and freezing

So the passed couple days I have noticed that the games I play have been getting less fps and it would lag very frequently. I mostly play Fortnite and just last week it was running fine. However last night even my desktop was lagging when i was on my web browser. I think it may be my processor as i've ran into problems with it before. I could be wrong but do you guys have any idea whats going on?
CPU-i5 4460
8 gb ddr3 ram
GPU- Radeon rx 580

Have you been in task manager, and viewed your apps and programs.
Looking for a program, which uses an suspicious amount of power.
If it's not a program, it's some faulty hardware.
