Computer Wont turn on after installing new GPU, PSU, and RAM?!?

So I'm installing a new hardware into an old pc. I found out I had problems with the GTX 960 I bought so I ordered off amazon before putting it in an EVGA 500W 80Plus PSU. Just got it today, replaced the old PSU and tried to test it out, it wouldn't turn on, I connected every possible cable, the most I could get out of it was that the front lights would blink, well the power button but no fan activity or image on my screen. More than likely power not surging through the motherboard.

TL;DR: Having issues with my PSU not surging the power through the system to work properly
here are the specs:
Desktop: Acer Aspire T3 Desktop PC Celeron G1620 4GB Memory 500GB HDD - AT3-600-UR33
Ram: Kingston HyperX FURY 4GB 1866MHz DDR3 CL10 DIMM -Blue (HX318C10F/4)
GPU: EVGA GeForce GTX 960 Super Clocked 2GB GDDR5 128bit, PCI-E 3.0, 2x Dual-Link DVI-I, 3, DP, G-SYNC Ready Graphics Cards 02G-P4-2962-KR
PSU: EVGA 500W 80PLUS Certified ATX12V/EPS12V Power Supply 100-W1-0500-KR

yes I did plug it in, it is a 4 pin port, and anyone who is going to refer me to the sticky I have already looked at it and studied it up.
I'm going to take it to someone to see if I hadn't overheated the PSU, because at one attempt I did get it to turn on but not the motherboard or fan even though it was connected, It started to smell of smoke so I turned it off immediately.
