Computer wont turn on after installing new graphics card

when i remove my old r7 250 and place my new r9 270x in the computer, it wont start. the power button light will turn on for a second before fading away, nothing else gets powered on.

specs:
i5 4440
z87-c mobo
old gigabyte r7 250 oc
new sapphire r9 270x dual-x oc 2gb
8gb of ram
windows 8.1 pro 64 bit
master 650 psu 80+(not cooler master, its an unknown brand)
 
Just out of curiosity try the following:

Disconnect the power cable from the back of the power supply
Hold the power button for five seconds, in order to drain the power supply. Let go of the button.
Plug-in the power cable to the back of the power supply
Press and release the power button. Any change?

I've tried doing that several times but it doesn't seem to work
However I've figures out that when I plug anything into the psu beside the 2x 6 pins already in it, it doesn't power on at all
