Question Computer won't turn on, but motherboard lights up green with a smaller blue light near it

I'm building a PC out of old scrap ones, and I can't figure out why it's not turning on? The only sign of life in the thing is the green motherboard light, and a tiny blue light that's near my video card that turns off after about 10sec of being plugged in. There are no beeps or anything, I've taken the thing apart 2 or 3 times now and I can't figure out what's wrong?
