Computer Won't turn on-Fans start spinning, then shut down and then start again

All hardware except the GTX 970 is about 3.5 years old now. The 970 has been installed for 11 months.

The situation: Computer wont start-doesn't display anything on monitors or get to POST screen or the BIOS,
all the fans (case, CPU, PSU) start spinning on start up then stop, and then start again and repeat indefinitely until I cut the power.

2 weeks ago, this same thing happened. I fixed it then by reseating the RAM, and taking the CMOS battery (for nonvolatile BIOS memory) out for a couple hours, and then put it back in and restarted and everything seemed to be working fine.

This time, I got a BSOD with the error message PAGE_FAULT_IN_NONPAGED_AREA. After reboot, the computer just locked up with a frozen screen and keyboard and mouse lights went out with a loud continuous buzzing noise coming from my speakers. Had to turn it off with the PSU switch, and then that's when the fan issues started. I wasn't able to get the dump files from the BSOD before it locked up.

I know the Page Fault error typically means something to do with the memory, so I'm not sure if its the RAM (tried reseating and using different memory slots but didn't work), the memory slots of the motherboard, or a software issue.

I can't test the RAM with Memtest because I can't get to the boot menu to do that, so I was hoping for some other possible troubleshooting advice.

Well, if it doesn't POST, it's not a Windows or driver/software issue. Since it won't even get into the bios or POST, it's a hard fault on one of the hardware devices. Highly likely to be a faulty graphics card or memory module. Try everything at the following link and then try the memory one stick at a time in the single slot designated for use with only one module according to the motherboard product manual.
