Question computer wont turn on, have 5 pin cpu cooler plug unplugged in, could it be the issue?

The story given is extremely confusing. What are these exact parts? Where did you get them? Exactly where are things plugged into? What 5 pin? For the last one, it's not even clear if this "5 pin" is on the fan, the cooler, or on the motherboard, from your description.

You have a Dell. Some Dell motherboards have 5-pin CPU cooler connectors. You can try using something like this:
