Computer wont turn on. Is the motherboard the issue?

About a month ago, I took out my laptop HDD and I decided to try to connect it to my desktop. Ever since then, my computer has not turned on. I have tried one stick of RAM, did not work. Nothing would turn on. So a few days ago I started to work at the computer again. So, I bought a new PSU (Thermaltake Smart 600W) because my old power supply did not pass the paper clip test. Then, I cleared the CMOS on the mobo and the only thing that is lighting up now is my RGB ram. Sox now I am stuck. Is it the PSU now providing enough power to the mobo? Please help ASAP. Here are my specs:

CPU: Ryzen 5 2600 w/ Stock Cooler
RAM: G. Skill TridentZ RGB Ram (2x8, 3200mHz not overclocked)
Memory: 128 GB M.2-2280 SSD
Motherboard: Gigabyte X470 Gaming 5 Wifi
GPU: Gigabyte 1070 Ti
Case: NZXT S340 Elite w/ 4 case fans

Once again, I am stuck and I don’t know what to do anymore.
