Computer wont turn on, power supply is in.

I recently wanted to upgrade my graphics card and got a Radeon 550 4G with no power needed to it. I unhooked everything and took apart my internet chip as it was in the way. Now i tried booting it up, and no sign of it even turning on. Hdmi cable in, and it just wont turn on. Even the fan wont turn on. I hooked up the system like it was before, still no sign of it working. Does anyone know what's happening? Everything is plugged in and it should be working. I also installed the standoffs and nothing.

Did you make sure you turned the PSU on/plugged it into the wall?

Thank you for responding, I realized I made a stupid mistake and plugged the ATX 12V plug into the HDD power. My computer works fine, and I thank you for trying to provide me a solution.
