Question Computer wont turn on, PSU failed paperclip test.

I just built this computer yesterday. Turned it on, booted it up, everything ran, was able to install windows and started downloading a game. Left the computer on overnight to finish downloading game. This morning, PC is dead. No lights, will not turn on. I did the paperclip test on my PSU with my 24-pin cable, and the PSU fan isn't spinning. So is the PSU the cause of this? It is brand new and I have not used this computer for even a day, and its already is dead?

Did EVGA include a test jumper block, for your PSU? I know they did with my 750w G2. Make sure your outlet is getting power, as well.
Yes, they did. I tested t it with the block that came in the package connected to my 24-pin cable. Fan is not spinning. Tested it the exact same way when I first took it out of the box before installing it into my PC and the fan WAS spinning.
