I am working on a computer, What kind doesn't matter as it is not the original motherboard. The motherboard is and Intel D945GCL made for HP.
Here's the problem. When the power button is pressed the CPU fan will start to run and then stop with nothing else happening. The motherboard light is green continually, and the only way to get the computer to do anything after the fan stops is to unplug the power cord, wait until the motherboard light goes out, plug the power cord back in. Then the same thing happens again. Can't test anything because it won't do anything other than the CPU fan starting to run and then stopping.
