These settings can be found in Security->Local management.

If someone has enabled this feature and If the MAC address of your device is not on this list , you won't be able to access the settings of your router.

Try hard resetting the router to the default settings. There should be a reset button on a TP-Link router somewhere. If not, check the Tp-Link official site on how to hard reset your router model.
