How do I convert my Linksys BEFW11S4 (Wireless Router) to a Wireless Access Point without connecting main router and AP (befw11s4) via cable after converting to AP?

You find the nearest garbage can and put that router in it. It only runs 802.11b which you no longer want to use.

You don't have to connect it to the main router, I guess you could use it as a local wireless switch if you like. I suspect you want this to connect to main router via wireless. This is a repeater function and you will not find that feature even on many of the newest routers.

I am trying to use that router to increase the signal strength.

There is a N300 router on the second floor and a laptop in the basement. The current signal is not strong enough in the basement. By trying to configure this router as an Access Point or as a Repeater and placing it on the first floor, I am hoping that this provides a stronger wireless signal to the laptop in the basement.

Any help or suggestions in how to do this will be greatly appreciated.

You can only use it as a AP and you MUST cable it. The device has no other options.

Still your main router can do 300m...well on some magical day it might do that. This other thing can only at the very maximum do 11m. The method used to encode the data is much more susceptible to interference that even 802.11g.
