Confirm latest Radeon 3000/760G video driver.

I need to be sure I am about to install the most up to date and compatible video driver for an AMD HD3000/760G GPU.Latest driver for AMD HD3000/760G.

System specs:

Win 7-32 bit
ASUS M5A78L-M LX PLUS
4gb memory
Corsair 64GB Solid State HD

I am running a CNC software program that won't run due to poor graphics card power, they suggest that before I install a dedicated video card that I try updating the drivers on my current onboard HD3000/760G.

My question is, when I go to the AMD support site and go through all the drop down boxes, it directs me to this driver: 8.97.100.11 - created on 10/15/2013. But when I go to the device manager and check for the most up to date drivers, it says I already have the latest but my driver is: 8.710.0.0 and it was created in 10/02/2010.

Is it safe for me to use this driver? Just seems weird to me that my system is telling me there is no other drivers available and I have a hard time believing that the driver for the HD3000/760G hasn't been updated in the last 4 years.

Not surprising, to be honest. An HD 3000/760G chipset is about 5 years old by this point (released originally in 2009), & the current cards offered by AMD are a few generations back (those were based on a 55mm fabrication process; the current R-series are based on a 28mm fabrication process, which is about 3 generations newer).

However, when it comes down to finding the most up-to-date driver, always trust the manufacturer over the OS. Assuming you go to the AMD driver download page, selected the right product (Integrated Motherboard Graphics ==> Radeon 3XXX Series ==> Radeon 3000 Series), & then selected the right OS, you should get a download link for the most current driver.
