Question confirmation on a cpu failure

so, i was rebuilding a old pc which had a faulty psu, (literally caught on fire) when i put it together, nothing. when i removed everything but the power button cable, fans and leds spin up, no signal.i inserted every panel cable, no signal. i put the 4pin connector near the cpu, still no signal. also no beeps. motherboard is fine, i checked it, no bulging caps.. i also tried other gpus

There is no guarantee that the motherboard is fine just because no caps are bulging. You very well could have shorted the motherboard with that PSU. The only way to know for sure is to have a known good spare that you can test other components on.
