[SOLVED] Confirmation why my game is Stuttering all the time

My System:

Windows 10 64x Home (As normally on most systems :D)
CPU: AMD A10-6700 APU
GPU: EVGA SSC 4GB GTX 1050 TI
RAM: 8GB DDR3 1600Mhz
Strorage: 1TB 7200RPM HDD + 2TB 7200RPM HDD (this one is for backups, the game is on the 1TB one)
PSU: 350W Pre-build Power supply
Also i'm running the game on a 75Mhz monitor

So the Questions is: What part of my pc is at fault for the stuttering while playing Rust?
I already have done days of research by watching video's on how to optimize rust, no matter how low i set my game, the stutters keeps coming back.

I'd go with CPU as it does not meety game requirements and is very weak

Requires a 64-bit processor and operating system.
OS: Windows 7 64bit.
Processor: Intel Core i7-3770 / AMD FX-9590 or better.
Memory: 8 GB RAM.
Graphics: GTX 670 2GB / AMD R9 280 better.
DirectX: Version 11.
Network: Broadband Internet connection.
Storage: 20 GB available space.
Rust on Steam
Are any cpu cores hitting 100% while in game?
What’s your RAM usage in game?
What’s your HDD usage in game?

I’m also skeptical about your 350w psu. What make and model is it or can you upload a picture of the sticker on the side of it that lists voltages/Amp/watts.

My CPU is mostly at 100% while playing games.
My ram stays around 80% a 90%, sometimes 100%
My HDD is quite relaxed, as it will only hit the 100% when joining a server of moving files around.

I will get you a picture of the PSU, just give me some time ;)

So in other words, a entire new CPU with Motherboard, more and faster ram cards, or even an better GPU for later in the future?

Also to set rust on an m.2 card? heard that it will improve the load times massively.
and of course with the new parts, i need to buy an better PSU.

might aswell buy an second pc by now and use my current pc for other work xD
