When a discrete GPU is populating the first PCIe x16 slot(or when the system detects a discrete GPU) the APU's iGPU is disabled. It's either the discrete of the iGPU for you. Also, what is the make and model of your PSU? 400W is the wattage and 80+ Gold is the 80+ rating but it doesn't say anything about the quality of the PSU.

Little bit of a weird one but it's an AURUM 400w PSU but on because I got given it from a friend here's a link: https://www.fsplifestyle.com/PROP162000517/
Also I went into bios and when I selected internal graphics as primary adapter both the external GPU and internal GPU actually work although there is an error due to 2 conflicting GPUs working. If I can't get this to work them I'll just plug the second monitor into the 1650 super aswell.
