Confused About AC

Hi, I'm trying to get Marrok to create some Armor for me but doesn't matter
what armor I use he always refuses saying I don't have the right equipment.
I have tried to create the Leather Whitebone Armor using the Gargoyle Skull
and Hide Armor +2 the recipe requires the skull and a magic armor of at
least AC3 this is where I get confused beause the Base AC for the hide is 3,
if this isn't the number I'm supposed to look at where am I supposed to
look.

All replies greatly appreciated.

Not at least AC 3. Exactly AC 3.

Which would mean that with the +2 bonus, the Hide Armor is AC 5--too strong.

agreed; try some leather armor +1.
