what should i upgrade first ? the motherboard and cpu or the gpu ?

PSU will dictate how much of a GPU you could upgrade to....

Assuming PSU checks out, I'd look to the GPU myself.
A 4460, while definitely showing it's age these days, will still pair nicely with GPUs up probably RX570/580 or 1650Super territory in most cases.
