Confused at my fan speed

Hi everyone!
Im having a bit of a problem with my CPU fan speed, at last check on HWMonitor my CPU fan was spinning at 6380 rpm and the heat was up to 70 degrees, I was playing on WoW at the time, but the fan continues running at a ridiculous speed long after I shut it down.

My specs are;
FX 8350 cpu
Cooler Master Hyper 103 CPU Air Cooler
r9 280x gpu
750 watt corsair gpu
corsair case
8gb RAM

Even doing rudimentary things like browsing the web has become intolerable with the noise of a jet engine taking off!

Haha I know the pain of loud fans. It is possible that you could have a faulty bearing in the fan. Have you tried cleaning it off? How long have you had the fan?
