confused between i3 and quad core....

hello guys, i wanted to ask that i am building a new pc in just $350 because i dont want to build anything beyond that right now!. so im confused that im building a pc that can handle light pc gaming .
1.8 gb ram
core 2 quad processor
gt 1030
mobo = any
and
2.8 gb ram
i-3 7th gen
no graphic card. only intel hd graphics 630
same h110m mobo
or should i go with g4560 if you suggest i-3 one????
so please suggest which will do better at gaming like at gta around 25-30 fps. and also at programming..

I suggest the G5400 for $71 it is 8th gen entry cpu and faster than G4560. includes HD630 graphics.
H310 motherboard for <$60; it opens up the door to future 8th gen cpu upgrades.
2 x 4gb ddr4 ram for $80; sorry, ddr4 is overpriced, but 4gb will not do the job.

Core 2 duo and quad are very old technology using socket 775

I3 7th generation is socket 1151

It has 2 cores each with 2 threads

So you cant use the same motherboad for these cpu's

you have confused clock speed of cpu with amount of ram
GHz for speed
GB for amount of RAM
you may get away with 4GB of RAM but 8 is Better

Gaming needs a better graphics card than the integrated intel graphics chip

I will leave it to others to suggest a suitable specification for $350
Possibly a AMD cpu build would be cheaper

Does the $350 include the screen, keyboard and mouse or just the base unit?
Do you have a spare copy of windows 10
Both Intel and Microsoft dont want you to use earlier windows versions with 7 or 8 generation intel cpu.

If you want to gaming, at least you must have a GTX 1050 vanilla or an RX 560. The GT 1030 is not used to play, hd graphics 630 neither and the Ryzen 2200G o RYzen 2400G (despite what you say several websites) neither.

Buy a gtx 1050 and save on everything else (cpu, RAM, psu, mobo...)

Buy the cheapest H310 mobo, the cheapest 2x4GB DDR4 and the G5400 (the cheapest pentium gold 8 gen).

alternatively you can buy G4560 and the cheapest H110, but note that the H110 must have the bios updated to support the 7th generation.

For gaming G4560 + GTX 1050 is much better than Ryzen 2200G o Ryzen 2400G (without discrete GPU).
 
About Core 2 Quad:
As they said the 775 socket is already 10 years old. Any CPU you get is second hand.
There is brand new mobos, but they are chipset G41 that does not work for gaming. You need a chipset P45 mobo and only can get one at second hand market (overpriced). and it will be a 10 year old mobo!
They use RAM DDR2 or DDR3 according the mobo. and if they are DDR3 it costs to find the special DDR3 for these mobo.
note that the IPC of a core 2 is 25% lower than the current ones, so 3 GHz of core 2 equals 2.25 GHz 7 o 8 gen..
