Confused.. Need help..

Hello, I've been working on upgrading my build and ran into some trouble when on first power up I didn't get post or video signal. I assumed the motherboard was shorting somewhere and tried breadboarding to check all my components, finding that I only hear post when the CPU is not plugged in. I called Intel, ran some further diagnostics and was told to send back the defective processor for a replacement. Upon receiving my replacement, I threw all the parts back together and am back to where I started. No display, no post. My SSD, HDD,GPU, Fans, LEDs are all responsive, however I have no USB power and the power button LED doesn't come on. The only thing I can think of is a very small amount of thermal grease leaked onto the bracket under my CPU and looks like the tiniest drop could have gone into one of the pin holes for the CPU on the mobo. I don't even know if that would matter because the thermal grease isn't visible or channeled across 2 pins. I don't know if its possible that my CPU socket is defective? Or my CPU power cable is defective? Any help is greatly appreciated, my specs are as follows:

Intel i7 4790k (New, Upgrade)
ASUS GTX 980ti Strix
Crucial 12gb RAM (3x4gb)
Thermaltake TR2 RX 850W (New, Upgrade)
Seagate 2TB 7200 rpm HDD

Thermaltake Level 10 GT Snow case
 
It's not your CPU that is the problem, your motherboard is the problem. I've seen / had this issue before, if you are having issues with power not being routed correctly to different components then it is almost certainly a motherboard issue, best advice would be to RMA the motherboard, it's your best bet right now.
 


Just to be certain, when everything in your computer is plugged-in, you try to boot it up and nothing displays on your monitor, even though the fans, LEDS etc. all start?
 


Yeah, nothing was displaying except the fans were running and if i plugged my phone charger in it charged my phone but it was only transferring a little power from my PSU.

Couple days later it finally got to the point where the whole system died and nothing would happen when i switched the power button on.

 


So the first thing I'll ask you to check might sound really dumb, and it kind of is, but my friend thought his computer had a problem because it powered on, but never seemed to display anything. He called me and when I arrived, his display was plugged in his Motherboard's HDMI port instead of his GTX660 HDMI port. It was just that dumb. I know you probably checked, but it's always worth mentioning before you start doing a bunch of other stuff.

While looking online, it appeared to me that this particular motherboard is fairly picky when it comes to the PCI slots, so make sure the card is in the 1st slot and that there is nothing else in the 2nd one. If there is, it isn't essential for now, so remove it. If you can't manage anything even in those conditions, remove the GTX980ti and plug your display directly to the motherboard's HDMI port. If nothing comes on, then it's the motherboard that has an issue. If the display works, update your bios to the latest version and try again with the 980ti.

If the thermal paste was a problem, the system would power on for a second or two and then shut down completely, because it would fail the initial self-check.
