Confused on picking a monitor

Now, I have almost finished building my high performance computer but the left part is the Monitor.

Unfortunately, I have little exprience and knowledge about displays and monitors so that need your help.

I'm gonna do a lot of gaming (mostly games like CS:GO which needs high FPS and displaying speed) but it's not the only thing , I'm also gonna sit for long hours in front of the monitor reading my lessons and do school works projects and a little computer programming which is required a monitor that doesnt bother eyes during the job.

Need to add my GPU is Zotac GTX 1080 Extreme.

So, the question is that do I need thoese 1ms monitors ? Are they really better for eyes and gaming performances ?

Which Panel do i need ?

Is Respone Time really a thing i should consider ?

What factors do i need to look for in moniitors specifications ?

Unfortunately I'm in iran and there are BenQ and Asus which are most common here and availible here. so other brands like Acer are hard to be found here espically their new models.

I'm not looking for 4K display as my budget is low (can not afford more than 400$)
