Confusion on fan headers

I am going to use the Corsair H60 cooler which has a CPU block cable and then a cable for the actual fan(stock) I am going to plug them into the CPU_FAN and CPU_OPT headers. I will then have two (3pin) case fans into the SYS_FAN slots.... Yet people say I can only control the speed via the voltage in the BIOS and I keep seeing videos of people who are using 3 pin fans and they are using software with sliders and levels of fan speed without changing voltages in the bios? They say only PWM fans can do that.
