connect a dedicated server to my local network

i was wondering if it is possible to install VMware Workstaion on a dedicated server running Windows Server and create a VM running CentOS and give it it's own Public IP address while still being able to access the VM's local IP within my Network at work using a VPN tunnel
also i neen to give this VM 2 or 3 local IP address to split the traffic betwwen two ISPs using a MikroTik Routerboard
i hope you guys understand what i need exactly

You can have VM (in your case, OS) bind to physical network adapter, and have (almost) any IP addresses you want. But how you'll router that public IP to that, is entirely different question.

But the proper way to do that is with port forwarding.
