Question Connect ARGB converter to the motherboard's CPU_LED header ?

ARGB and RGB are two different standards. They both operate on two different voltages and the pinouts are different. You should look into an USB driven ARGB controller or a motherboard that has an ARGB header on it.

To add, might want to pass on a link to the adapter you're looking at so we have more info to work off of. I don't see the need for a motherboard header when that controller looks like you can manage things with the inline controller.

The simple answer is no, you can't.
