connect computer composite video to vga display without a converter?

Assuming the item is not a converter but an adapter with no electronics.
Can you connect a computer which has a composite video port to a vga display?

answer is.. "no"
As they say in description:
"* It will work with laptops and desktops with VGA cards that has TV-Out function capability through the VGA connector. *"
So the VGA connector must be attached to a GPU that can use that to output S-Video through the VGA connector.
if card can't do it, adapter won't work.

Display that has VGA port, will 99.9% likely assume that it will get VGA input in there, thus.. it wont work, sorry.

It happens that what seller writes is wrong. I assume this is not a converter. It is an adapter. Seller says, it is for computer vga to display composite video. Maybe seller is right, that computer composite video to display vga is not an option. That is what I want to get verified.

Yes, it is not converter but just adapter and yes, I believe that what seller has written in description is correct:
"* It will work with laptops and desktops with VGA cards that has TV-Out function capability through the VGA connector. * Please, check your PC & Video Card manual or manufacturer to make sure that your VGA card has TV-Out function capability through the VGA connector to ensure this cable will work for you! *"
so.. GPU needs to be able to send out s-video THROUGH VGA port for it to work. as vga to s-video adapter.

Since I am yet again 99.99% sure that your screens VGA connector will NOT accept s-video input, this will not work for you.
