yes, they make those. Here is a random one I picked from amazon, read reviews of them all and choose a better one: https://www.amazon.com/Cable-Matters-Scaler-Converter-Support/dp/B00IDFGK1W/ref=sr_1_2_sspa?ie=UTF8&qid=1510961423&sr=8-2-spons&keywords=vga+to+hdmi&psc=1

Alternatively, if this is a desktop PC you may be able to install a $50 video card and both upgrade performance and get better quality text. The text display you get from the VGA --> HDMI will not be as good as the PC can generate when it is directly using HDMI
