I have a Samsung Security camera model SNH-V6431BN-US. I need to know how to pair to my smart phone.

You don't.
You create an account with Samsung Smartcam, register the Cam, and then view it using their App over the web. This instruction begins on page 13 of the manual, I'm assuming that you can create an account and register the camera right from the mobile app. The manual isn't clear on this when I skimmed thru it.

I am sure you've read how to do that in the manual. Which part of the setup fails for you? Have you contacted Samsung support for that issue?
