Connected to wifi but no Internet Access

I live in an apartment where all the tenants share a communal wifi. I was gone from the apartment for about a month and when I came back, the landlord claims that the router was damaged. He said that he contacted the ISP numerous times for repair. I was able to connect to the network but it keeps showing 'No Internet Access'.

Is there any way to determine if the router is really damaged? I need to know if it is on my end or the ISP's. I don't believe a word my landlord says. It is a bit impossible for the ISP repairman to not show up for a month. Is it possible for him to have internet access and all of us tenants don't?

It's likely on his end. 99% of the time it happens you just need to unplug the router and plug it back in (reset it). But I'm assuming he actually has something wrong with it. Or hasn't tried.
