Connecting a 12v charger to ups battery terminal to power it on.
Can this be done as a hack to getting the ups on to use as a voltage regulator.

NO.

A UPS takes in an AC source from the wall then converts that into a 12V DC source (battery). When you draw from the battery the 12V is converted back to AC again.

There should be no 12V connections to this device externally.

Based on the question, I recommend you do not mess around with electronics in a way the manual does not describe. Bad things can happen.

For one thing a "12V charger" is meant to trickle current to a battery over a long time to charge it up. Voltage regulation involves CAPACITORS to store electrons in case there is a temporary shortage, but properly doing all this requires understanding the LOAD needed etc which is why voltage regulation for most devices is best left to the power supply in it.

If I did not understand your question, explain it in more detail.

WHY for example do you need to connect a charger to "power it on" when the UPS itself should be charging up the battery.

If the device isn't working then the battery is either dead or the UPS isn't charging it (or other issues).

*To be clear, if you end up trying to draw a LOAD from the 12V charger (since it's in parallel with the battery) there's a good chance you will fry the charger or it may have protection to simply shut itself off.

I think you're trying to use the charger as a secondary battery but it's almost certain that will not work. Again, don't mess with the stuff if it's not 100% clear.

Replace the battery, or entire UPS if it's not working as it should.
