Connecting an Apple Thunderbolt display to a PC

I'm trying to use my Apple Thunderbolt display for my PC. If you could tell me what I need to do to make this happen, that would be great.

To clarify, I need something that I can plug a Mini-DVI and HDMI cable into that will connect my graphics card to my thunderbolt display.

I have read yes and no. The Thunderbolt port is just a Mini-DP port and you can either get a DisplayPort to Mini-DisplayPort or Mini-DisplayPort to DVI like this one:

But I haven't seen anything that gives a 100% confirmation. I personally can't believe how much the display costs. You an get an equivalent 1440P monitor for less than half and for a bit more than half you can get a 4K monitor.

Apple loves to price gouge.
