Connecting internet from pc to android mobile via usb and bluetooth

Not sure view Bluetooth. I know to do it via Cable and WiFi. Cable requires rooted phone and android drivers on your PC and it is more complicated. You can do easily by WiFi by using hotspot on your PC. It could be done by installing Connectify app. (windows 7 or higher only for AP usable by phone)

My device is a Samsung S4 and doesn't connect to adhocs, is there a way to do it using Bluetooth or USB cable?

you need rooted phone for usb cable. I don't know about bluetooth and also even if you get it work with bluetooth, it would be very slow.
