connecting old computers hdd to laptop

i have to transfer data from my old PC's hdd to my laptop.
the OS on my PC was windows 7 installed on the hdd (boot device).
my laptop has windows 10 OS.
so my question is-
can i directly connect the hdd to laptop externally using a sata-usb cable without boot or startup issues or any damage to either hdd or laptop?
also can i format the hdd through my laptop after transfering data?
