Hey I’m doing my first pc build and I want do see if my mother board is DOA so I can fix it before I get all of my other parts will it hurt to plug my motherboard in and power it on so I know it’s not DOA the ram and the cpu will not be installed
Some motherboards will support a "bare boot" but it's a pretty rare feature. A lot of builders assemble the component outside the case to verify functionality before installing components in the case.

You could try to apply power to the motherboard without the CPU/RAM/GPU installed. But it is unlikely to start properly or provide you enough feedback to diagnose an issue. It doesn't appear that mobo will do anything without at least a CPU and ram.
Your best bet to diagnose an issue is to install the CPU and a single stick of RAM and start them system into the BIOS. If the system still does not boot try another stick of ram if available.
