Connecting Printer from Android TO Android (Like Computer Network)

Have a very low-end android phone and an HP 1112 Printer which has USB Port. Can I connect the Android Phone to HP 1112 via OTG. Connect the Android Phone to an Internet Network. Then CAN I give the command from another android phone for Print Out on that Android Phone via Internet Network.

No and I doubt you will find android drivers for the printer.

There's an app you install on your phone, works via WiFi but obviously printer has to be a WiFi model too. Your's isn't so no can do.
