I have a 250mbps connection and my connection from ISP with TP link archer c1200 is in first floor of my house. I set up a new place for work at ground floor and connected a 30 meter CAT 6 cable to LAN port of my Gigabit tp link router. In ground floor when connect the Cat 6 cable to computer or to another wifi router, my bandwith gets capped at 100 mbps. I am not able to figure out where the issue is. Is it an issue with network cable or is there something else which is causing this

You have used 2 devices and I will assume you tested on a short cable to know you actually get the 250mbps from your ISP. This pretty much means the cable is defective.

Many cable manufactures do not actually test every cable. It could be that one of the pins is not making good contact. Hard for a end consumer to tell. You would have blindly cut off the end and reterminate it and hope you got the correct end and also that you do not do a worse job than the vendor.

You could also have fake ethernet cable. Lots of this is being sold on amazon and ebay. If the wire is CCA and not pure copper or is that thin or flat cable, (must have wire size 22-24) it is not actually a certified cable. These type of cables have massive...

These type of cables have massive issues especially when you try to use longer cables.
