Question Connecting Surface to Wifi

Hello, I recently got a Hand-me-down surface 2. Tried connecting to network, "checking network requirements" sticks for a bit then says cant connect. Went through the process, restarted system and router, checked hardware, cant update anything because its offline and did a fresh install of windows, attempted to use a usb wifi dongle, decided to try to add MAC address to router, went through and did that, clicked save and it started saving, got stuck, and now cant even access to page to edit router. Still no connection lol

Make and model of the router? Any firmware updates pending on said router? I'm assuming you used this guide to troubleshoot your WiFi issue? When you mention reinstalling the OS, did you fabricate your installer using Windows Media Creation Tools? As for the Surface 2, this might be worth a read.

nothing is pending that I know of, again I cannot even access it now using the 192.168 so I don't think I can check for sure. as for the guide yes, everything, including adding mac address and firewall and whatever which still hasn't helped nor can I access that anymore for some reason. I didn't have any physical media on me so I just used the windows fresh install through the os itself. Windows RT 8.1 Build 9600.
