Question Connecting to Internet Freezes 100% CPU upon start up help :(

So I have windows 7 on a SSD, booting is fine 20 seconds etc and then the pc will try to connect to the internet (taskbar icon) for the next 3-5 minutes and 99% of the time will be unsuccessful and I can open folders but not view whats in them and eventually windows will freeze.

Now if I start the computer in safe mode with networking there is absolutely no issues it connects instantly to the internet and there is no trouble but then if I restart it regularly from safe mode same issue.

I have changed ethernet cables, plugged only into the modem, only into the router, bought a new network adapter so I wasn't using the lan ports on the mobo. I would try disconnecting the ethernet cable completely but PC would still try to locate the network connection for 3-5min and freeze pc etc. I have run spybot, malwarebytes, and kaspersky all without finding any issues.

I don't know what to do, I really don't want to have to reformat my ssd if I can help it. Please let me know what I can do :(
