Question 'Connection was reset' error

I'm beyond frustrated right now, and I'm about to just give up on this computer all together and just starting using my phone only.

My Problem
I've been getting the 'Connection has been reset' error for the last week on certain web sites. This is happening on Chrome, Firefox, Edge and Internet Explorer. I'm at a loss. I know it's not Chrome's newest update, because it's happening on all the browser and it's not my internet either because other sites load, it's a few don't without a lot of refreshing and only then do they load. So something is causing them to not load the first times and I have to refresh the pages 10 to 20 times to get it to load.

What I've already tried
Uninstalled and reinstalled Chrome
Changed Proxy Settings
Uninstalled my network adapter driver and it reinstalled the drivers after computer restart
Cleared browser's cache and even reset settings back to default
Checked for viruses and malware, none were found
Flushed DNS
Disconnected and reconnected from my network
Checked sites on my phone they load without problems on my phone
Disabled my extensions on my browser

These updates

Installed around the same time I started getting this error on the browser, but I don't know think they have anything to do with the error but then I'm not a computer person so I don't know what to believe, I just want this error to go away. Also, it goes away on it's own, then it comes back.

If you need anymore information just let me know.

If I have to, I will do a factory reset of my computer (I don't know if that's going to solve anything since I'm not having any other problems except not being able to connect to certain web sites) but factory reset will be the absolute last resort.

One more thing I want to add
On Chrome, it says 'Connection was reset' or 'This site can’t be reached' but on Firefox and Edge it says 'Secure Connection Failed' and 'Can’t connect securely to this page' respectively. These are site I've been using for the last year or so they aren't sites I've never used before. This problem just came out of nowhere. But the sites do load after multiple refreshes but I shouldn't have to do that. Something's wrong.

And the problem is only on your computer - correct?

Make and model information for modem, router, or modem/router combo?

Have you swapped in known working at speed Ethernet cables?

Do you have admin rights to the router? The router's logs (if available and enabled) may be helpful.

Run and post the results of "ipconfig /all" via the Command Prompt.

Yes, the problem is just happening on my computer. It's on my Alienware computer, on my other older computer, the sites are load.

The router says Panoramic on it so my guess is that's the Modem/router model. It's from Cox Communication.

I have not done the cables thing because it's not my internet as a whole, it's just certain sites, but I could give it a try.

How do I get the logs? I'm sure I have admin rights since the Wifi is in my name.

Oh after I typed this, I had a brainstorm and connected my computer to my phone's hotspot. These sites loaded (albeit slowly because my phone's hotspot is garbage) but I saw that they were loading.
