Considerably low FPS with killer setup

my setup
Motherboard: z170-a asus
CPU: Intel Skylake i7-6700k 4GHz
CPU Cooler: Cooler Master Hyper 212 EVO
Case: Cooler Master Silencio 550
RAM: Kingston 16gb (2x8) HypeX Fury DDR4 2666MHz
GPU: Asus Stirx GTX 1080
HDD: Toshiba 1tb
SSD: Intel 600P M.2 256GB

Even with this setup games like Rainbow six siege and gta v cant allways run on 60 fps with max settings (1080p). Gta v allways drops to 30 when going in to a area with lots of grass and rainbow lags when in a fog. These are quite old games from couple of years ago and i think its strange that they are not running faster. Also the new tomb raider cant been played with max settings at all nor watch dogs 2. Is there something wrong with my components or am i expecting too good performance from my setup.

Again, "Max" doesn't tell the whole story. AA set too high can often cause problems, and there are extra settings in GTA V.

The only YouTube videos you can be sure of all settings are those that show ALL the settings used, or list them all in detail in the description.

Yeah i have everything on max in gta v, but in youtube if you search: GTA V Ultra High Graphics i5 6600k 4,6 GHz + GTX 1080 test [1080p60fps]. He has worse cpu that i have but he is still having more fps
