Consistent Ram speed

Is it possible for RAM to not run at the speed its capable of running at if it is not currently needed to run at such speed? If it is meant to run at its max speed all the time how do I optimise my ram to fix this?

The ram speed will not vary,ram will run at rated speed or the spd speed. To run at rated speed enable one of the following: XMP/DOCP/A-XMP ,on your motherboard.

Can't say more without hardware specs. You can do the next to give those,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
