Question Consistent Texture pop in across multiple GPUs in nearly all games

Hey guys I am really at the end of my rope here. About a week and a half ago I noticed texture pop in while playing RDR2. I thought it was quite strange but thought it was the game itself and issued a support ticket to Rockstar. However, the pop in issue seems to be consistent across multiple games as I get the same thing in GTA V, Escape from Tarkov, and even Assassin's Creed Odyssey albeit to a lesser extent. It seems to be an issue with open world games in particular as I get no such pop in playing a linear TPS like Control. I have compiled some examples from RDR2 so you can see what I mean:
Look at the trees, shadows, and rocks the pop in is consistent and has effectively made most games unplayable for me. At first I thought it was a GPU issue but I get the same results on my old GTX 970 as well (which I never had issue with before). I have attempted reinstalling windows completely fresh, updating BIOS, along with updating drivers and Windows itself. Nothing works, the pop in simply will not go away. I have a 5700 XT so I know the card is more than capable as the frame rates are excellent across the board. My machine should be up to the task I have no clue what might be causing this. Any Ideas?

RAM- Ripjaws V Series 16GB DDR 3200
Motherboard- ASUS ROG STRIX B450-F Gaming
SSD- Samsung 970 EVO M.2
