Consistent Weird Stuttering In All Games

Hi. I am having this weird problem where in all games i get this stuttering. It's not lag; the frame rate will stay the exact same, it is more of a input-laggy stutter. I have a feeling it is either becausue:
-I recently updated all my drivers
-I got the Fall Creators update
Other than that, i have no idea. I don't know where to start. My computer was working completely fine before hand.
Things to note:
-Game DVR is not a culprit, it is already off
- I use a laptop, few specs:
GeForce GT 840M
Intel Core i5 4210H
8GB RAM
-It is not because I force high graphics. For example, I have tried Skyrim on all settings completeley lowered, 720p, and still have the constant stuttering
-I does not happen in windowed mode or fullscreen windowed, only fullscreen
-Vsync does nothing
-In some games, if i am completely idle, or move slowly, the stuttering does not happen
If anything can be attempted to fix it, hit me with it! I am open to all suggestions, just please be descripive! Thanks to all!

Go back to 1607 (anniversary) if you play games. I'm in the same situation and my rig is much more powerful (1080ti, i5 6600k 16gb ddr4)
Right now best solution seems to be going back to 1607 and wait for the next major update.
Both creators update and fall creators both have major stuttering issues and it's a widely known issue that has even been acknowledged by Microsoft.
