Consistently low...jumpy FPS

This may turn into a loaded problem but over the past 4 months my games have been struggling. At first I thought it was because games were just starting to surpass what my system could dish out. I'm starting to think that's not the case after reading up on upgrades for my system.

Specs are:

AMD Phenom II x4 970 Black @ 3.75 ghz OC'd (running on M4A89GTD PRO)
HD7850 2gb
6 gb RAM @1333
Windows 7 (not on a SSD)

The most recent games I've been playing, Skyrim (Modded but I've tried unmodded with the same fps results) and Elder Scrolls Online. I've played Diablo 3 since the new patch but I don't think it's as taxing to reveal the issue I'm having.

I essentially sit at 50fps, and it seems anything around the 45-55 fps area causes jumps or stutters in the rendering. I do notice the skipping in Diablo too but not nearly as bad. Skyrim and ESO sometimes make the game unplayable as it just takes me completely out of the game and into a nerd rage.

In the heavy areas of those games I average 80% CPU usage and about 35-40% GPU/ RAM usage. My temps are all pretty low too. Now from what I've read high CPU usage is bad and low GPU usage is also bad. So essentially my system is all messed up. Am I reading into that correctly?

It has been a while since I've done a clean install of windows. Since my last install I've updated my video card so maybe I somehow have a driver conflict? although I'm pretty sure I uninstalled all the old stuff. I've also had a few BSOD's but I'm fairly certain that was from me trying to OC my way out of this problem.


Any help would be awesome I feel pretty lost when dealing with this stuff.

What is the resolution of your Monitor? Your graphics card may be having issues with the max resolution. Also, is your GPU overclocked as well as your CPU?

Also can you run Furmark to tell us what your average FPS is and what your GPU temps are?

I use both a 1080p pc monitor and a 720p projector. both run independently from each other; as in I unplug one from the back of the pc and plug in the one I want to use.

I have OC'd my gpu, but right now it is running default since that didnt really add anything to my performance; maybe 5fps.
 


Ran Furmark. AVG 35 fps and 52 deg C.
 
I have looked around and some people have suggested that the low FPS is caused by a low wattage power supply. I would think you would get freezing and tearing if that was the case but what is your power supply wattage?
 
I have a 600W supply. I just tested out another game bioshock infinite and I was getting mostly 60 fps except in a few areas when shooting. overall it was way better but i'm still only getting 50-60% cpu usage and 20-40% gpu usage. (at 720p). Running at 1080 gives the same result; you would think that would up my utilization.

I've read when OC'ing with TurboV that hitting the default key doesnt actually restore the defaults. Maybe its drawing too much power and its limiting itself?
 
Yea I figured the power supply would not be the issue but I thought I would put it out there. Just a quick question which Video Driver are you running on, have you upgraded it lately? They sometimes fix bug in certain games.
