Question Constant 100% Usage and Constant frame drops

Hi everyone, i don't know why but i've been getting constant frame drops in games and i think it's because my processor is at a constant usage of 100% even when there is only 1 game open.
I have an Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz and an NVIDIA GeForce GTX 1070.
Anyone that can help me with fixing this?

ar/near 100% cpu usage would routine in most games with but a 4c/4t CPU, by the way..,; and frame rates will never be constant.
