Constant beep when power cable connected.

My PC has failed to start since yesterday. When connecting the PSu to the power a constant beep comes on which changes tone after approx. 30 seconds. The HDD light blinks for 5 seconds.
No fans or any other lights show, even when pressing the power.

This all started after I repositioned my GPU so I tried removing it completily and resetting the ram. This is still not working.

Any help is a appreciated.

I did not even unplug the GPU until the beeping started. After that I did some isolation testing and removed the GPU while everything was unplugged. It seems that the beep started after attempting to connect a fan. Removing this does not resolve the issue. Also worth mentioning that the beeping continues when the psu is unplugged, for a bout 20 seconds.
 

1. How long has your computer been working properly before this problem?
2. Have you contacted ASRock Technical Support and asked them what this beeping indicates?
3. Can you list the other parts in your build?
