Constant clock speed fluctuation while idle (4000-802 MHz)

mobo: asus prime b360m k
monitoring: MSI afterburn and asus ai suite

is it normal? if no then whats the fix

Yes, it's normal when power saving functions are enabled, it reacts to CPU load and lower frequency when not needed under no/light load. If you want, you can change Minimum frequency in Control panel > Power options > Advanced > CPU.

i set it to high performance and now its always 4000 mhz. i set it to power saver and its always 800 mhz. i want the balanced one but why does it fluctuate to both ends constantly?

Choose one of them but change only Minimum processor power state in advanced options for that plan.

the bottom line is, is it a bad thing if my clock speed is constantly crazy like that? or i can just ignore it?
